Joe currently chairs the Brown Advisory Funds Board of Trustees, and serves on the Board of Vann’s Inc. He served as the president and chief executive officer of the National Association of Securities Dealers Inc. and its wholly owned subsidiary, The NASDAQ Stock Market, Inc. from September 1987 through January 1997. He was also a member of the Board of Directors of both these entities during that time. Trained as a lawyer with B.A. and L.L.B. degrees from the University of Maryland, Joe engaged in the practice of corporate law with Miles and Stockbridge in Baltimore from 1963 until 1968 when he joined the securities firm of Robert Garrett & Sons Inc. with whom he was associated as an executive vice president and a director until he joined Alex. Brown in 1975. He became a general partner of Alex. Brown in 1976 and upon its incorporation, a managing director, chief operating officer and member of the Board of Directors until September 1987. Active in industry, education and community affairs, Joe served on the Boards of NASD, Inc. (predecessor to FINRA), the Securities Regulation Institute, Securities Industry Foundation for Economic Education, Center for the Study of the Presidency, fund for Educational Excellence (Chair), University of Maryland School of Law (Chair), St. Paul’s School for Girls (Baltimore), Baltimore School for the Arts Foundation, and the Baltimore Museum of Art. Current activities include service on the Boards of the University System of Maryland Foundation, University of Maryland Baltimore Foundation, Outward Bound Baltimore Chesapeake Bay School, Florida Coalition for Preservation Inc., and the Lyme’s Disease Research Foundation. Additionally, Joe serves as a member of the President’s Advisory Council of the Chesapeake Bay Foundation.
